Yes, I like this idea - it was actually a feature of the old version - the user had access to all the page functions before I removed them. I'll make a note of it for the next major version.

I think we should not have all PORTAL pages available for the user home page, but a selected sub-set of them.

Hmm - I'm not sure what you mean by this? Can you elaborate - is this about Portal Skins or selecting a page template?
