Details: to help keep our website clean, we would like to have to have the ability to approve/disapprove groups.

This makes sense - it's a few days work so I will need to see how many other people want it, or you may need to do a customization.

No, Invite approval was implemented - this is slightly different - there is no approval phase (like events) on top level groups - they are immediately created (although you could restrict who could create a Group by Role.
