here is the scenario.  A user creates a group and marks it so that they have to approve new members.  Then other users click to join the group.  these members show up under  You have new Group Member requests to approve.  the owner of the group clicks the check box beside the user and clicks accept.  The page refreshes as if it is doing something but the user never gets added to the group and never comes out of the "You have new Group Member requests to approve." list.  Public groups where no approval is necessary work good. But if a group is public but with approve members selected then no one that joins can be approved.
